Job Description

Commissioning Manager - Permanent - The Brentford Project, Hounslow 

As M&E Commissioning Manager you will be responsible for the management of the commissioning of all M&E systems ensuring commissioning is undertaken and completed in line with the Construction Programme and systems are operating in accordance with the design and regulations. To identify where construction/installation works are preventing the commissioning of systems and assist the M&E team in addressing these. 

Responsible for: 

  • Reviewing the design/installation for system commission-ability.
  • Ensuring installations are complete in every respect in accordance with the design and to all relevant regulations and standards to enable commissioning. 
  • Managing and reporting on the commissioning. 
  • To track progress of commissioning in relation to programme/agreed dates. 
  • To review and comment on Trade Contractors trackers, programme, certificates and other applicable documentation including the collation of all commissioning documentation and certification ready for OM approvals 
  • Witnessing commissioning and managing consultant and statutory authority witnessing.
  • Be responsible for managing the O&M issuing process including the reviewing of.

Extent of scope not solely restricted to commissioning but to include all aspects of Construction, Building Services and M&E installation that impact the commissioning. To coordinate with MEP Team and all BCSL project managers/managers/supervisors. An awareness to be taken of all other systems and trades and any issues/concerns or queries regarding the installations and methods to be raised with the relevant manager. 

Key systems include but not restricted to: 

  • LTHW; Boilers/CHPs & HIUs
  • CHW; Chillers & FCUs
  • Generator
  • Life safety systems, Sprinkler, Wet/Dry risers etc. 
  • MEV/MVHR 
  • Underfloor heating
  • Drainage
  • Smoke Ventilation
  • HV/LV/ELV including certification (NICEIC) and ATS
  • Access Control/Security/CCTV
  • Fire Alarm/Vesda
  • Evacuation system
  • Disabled refuge system
  • BMS
  • FIRS
  • Gas
  • Vertical transport (lifts) including all associated systems, fire and evac coms 

Health & Safety

  • Ensure testing and commissioning RAMs are compliant and kept up to date including re reviews every 6 months or if the conditions of installation change sufficiently to warrant an update.
  • Enforce site rules when on site. 
  • Raise near miss issues and issue disciplinary cards as and when required. 
  • Ensure the MEP project operations team are working with trade-contractors to implement and maintain permit to work processes 
  • Ensure the MEP project operations team are working with trade-contractors to Implement and maintain Electrical Safe Systems of work. 

Quality 

  • Snag Lists – Produce, review, monitor and manage closure of all snags impacting on commissioning utilising the Soblono software. 
  • Witnessing – To witness the testing and commissioning of all systems managing 3rd party witnessing and the recording/reporting of results. 
  • Asite Submittals – Audit weekly ensuring test certification uploads are up to date and O&M information is issued in a timely fashion in line with agreed dates. 
  • Consultants/NHBC/ Building Control/ Secure by Design – Arrange inspections/witnessing. 

Programme

  • Sequencing – Determine overall sequencing of commissioning program
  • 4 Week Look ahead – Sequence and manage commissioning works, sign offs & witnessing. 
  • Progress Trackers & Programme Drop Lines – Update weekly progress 

Skills, Experience & Qualifications 

  • Proven track record and experience working as an M&E Commissioning Manager
  • Ideally equally biased between mechanical and electrical 
  • Ability to read and understand programmes, drawings, specifications and use necessary software systems. 
  • An industry relevant City & Guilds/NVQ qualification or equivalent in Building services/mechanical/electrical discipline (preferred but not essential)
  • Will need to be able to understand building services including design principles, method statements, Inspection Test Plans, Risk Assessments, commissioning and handover requirements; 
  • Hold a valid SMSTS card;
  • Driven and dynamic leader with a proactive approach to problem solving. 
  • The ability to work in a team as well as under their own initiative.
  • A willingness to step up and take on new tasks. 
  • Have a keen eye for detail with an analytical approach to closing out issues. 
  • Excellent organisational and time management skills.
